Arizona Rural Human Services Network 

    First of all, PCIC does not represent rural Pima County as the Arizona Rural  Human Services Network (ARHSN) does. 
    ARHSN, made up of 35 rural  community based coordinating councils and groups that meet monthly, not  annually, to discuss their problems for which they need no prompters in the isle  to orchestrate their plight. Neither has PCIC ever contacted that ARHSN to find  out what the rural needs are. 
    Furthermore, resources to fight rural  poverty are 20 years behind urban areas and need special attention The ARHSN  rural committees have clearly established priorities which are presented in  their "Contract with Rural Arizona" This document was signed by Native American  groups, farm worker Coalitions, Micro business Associations, The Rural Business  Advisory Council, as well as other rural coalitions and networks representing  more than 25,000 Client base, not 2000 

    Perhaps what PCIC is doing in their own eyes is admirable, and it is, if they  seek more resources to help the poor. However, one danger is that the existing  organizations with demonstrated track records and accountability working with  the poor are already stretched to the limits. Any diversion of funds to create  another layer of providers would detract from the present effort and be  disastrous. As per needing outside consultants to help us, this is unnecessary  as three of the ARHSN programs have been cited as national models and one  Director was recently appointed by President Clinton to sit on a National  Advocacy Council. Plenty of similar talent is abundant among Tucson based  agencies. 

    PCIC would have more credibility if the churches, which pay no taxes could as  scripture says "collect alms" from their own ranks and provide match dollars for  existing organizations who will certainly need additional resources to meet the  increased demand as the specter of welfare reform will push many new families  into the ranks of poverty. To this, the rural communities say a hearty  "yes."
